GSSC's scheme for Level-5 posts is a computer-based test of 80 one-mark questions in 100 minutes: 10 each of English, numerical ability, reasoning and Konkani, and a 40-mark subject test. For larger recruitments GSSC can add a 60-mark screening CBT-I. The subject units follow DFDA's 2021 FSO syllabus. The criminal procedure and evidence unit now covers BNSS 2023 and the Bharatiya Sakshya Adhiniyam 2023, which replaced the CrPC and the Evidence Act on 1 July 2024. GSSC's own FSO syllabus will appear in the detailed advertisement.
Exam pattern and marking
- Test of Konkani language, 10 marks: these are the first 10 questions, and you need at least 4 of them right to be placed on the merit list.
- Test of English language and comprehension: 10 marks. Numerical ability: 10 marks. Reasoning: 10 marks.
- Subject-specific test: 40 marks. Total 80 marks, 100 minutes, multiple choice.
- No negative marking. Minimum passing marks: 45% for unreserved candidates, 40% for OBC/PwD and 35% for SC/ST. Ties are broken by date of birth, older first.
- DFDA's 2021 FSO test was 100 marks: FSS Act, Rules and Regulations 30; Infant Milk Substitutes Act 10; COTPA 5; general knowledge 5; criminal procedure and evidence 10; Goa Public Health (Amendment) Act 2005 10; computers 10; food preservation and packaging 10; food microbiology and hygiene 10.

- Opposites, gender and number
- Simple grammar and sentence meaning
- Konkani language and literature basics
General aptitude
3 topics- English grammar, vocabulary and comprehension
- Arithmetic: percentages, ratio, averages, profit and loss, time and work, interest
- Reasoning: series, coding, analogies, directions, blood relations, syllogisms
Food safety law
6 topics- FSS Act 2006: authorities, FSO powers and duties, sampling, analysis, adjudication, appeals, offences and penalties
- FSS Rules 2011 and the main FSS Regulations: licensing, labelling, additives, contaminants, packaging, food recall
- Infant Milk Substitutes, Feeding Bottles and Infant Foods Act 1992
- Cigarettes and Other Tobacco Products Act 2003
- Criminal procedure and evidence for prosecutions (BNSS 2023, Bharatiya Sakshya Adhiniyam 2023)
- Goa Public Health Act and its 2005 amendment
Food science
5 topics- Principles of food preservation: heat, cold, drying, fermentation, chemicals, irradiation
- Food packaging materials and systems
- Food microbiology: spoilage, pathogens, food poisoning, indicator organisms
- Food hygiene, GHP/GMP and HACCP
- Common adulterants and simple detection tests
Computers
3 topics- Hardware, software and operating systems
- MS Office: word processing and spreadsheets
- Internet, email and basic cyber security
